sendmail reads an e-mail from a text file in standard RFC 2822 format and sends it to the recipients specified in a separate file.

Sendmail parses the input file, then connects to an SMTP server and sends this mail to each of the recipients specified in a separate text file addrlist.txt.

The "To:" header in the input file is not necessary.

It is easy to maintin several Newsletters it you create a separate directory for each. Sendmail always uses the addrlist.txt in the same directory as the input file.
