Started to write lino.tools.guesscoding. Guessing the coding system of a file is more difficult.The Emacs Manual has a section about Recognizing Coding Systems. So guesscoding() will never be able to provide a definitive guess. The user will have to help somehow. We'll try to have at least more or less accurate results.
